What are the ACTFL Guidelines and Proficiency Levels?

The Proficiency Guidelines provide the framework used to establish language learning standards in the U.S.

• Distinguished: At the Distinguished proficiency level, a person can communicate highly complex concepts and global issues in a culturally appropriate manner. They are articulate and knowledgeable, capable of adapting their language to the situation and audience.
• Superior: At the Superior proficiency level, an individual communicates fully and accurately with fluency. A person at this level can discuss abstract topics extensively, providing supported opinions and structured arguments.
• Advanced: At the Advanced proficiency level, an individual can narrate and describe in past, present, and future tenses. They can communicate in paragraphs about complex situations or topics and handle unexpected complications with grammatical accuracy and fluency.
• Intermediate: At the Intermediate proficiency level, an individual can create original chains of sentences by recombining learned material. They can ask and answer questions about familiar topics and conduct simple transactions.
• Novice: At the Novice level, an individual is limited to communicating with memorized short phrases or words. It may be difficult for a Novice to communicate with native speakers who are not accustomed to non-native language use.
